What is a PILOT Program?

A PILOT (Payment in Lieu of Taxes) program is a contractual agreement between a municipality and a developer that provides tax relief to the developer in exchange for a payment to the municipality. PILOT programs are often used to encourage development in blighted or underdeveloped areas.

In Plainfield, the PILOT program is administered by the city's Economic Development Department. The program offers a 10-year property tax exemption to developers of new commercial and industrial properties. To be eligible for the exemption, developers must meet certain criteria, including:
